The notice shows that due to the Chinese government’s efforts to strengthen the implementation of the energy consumption double reduction policy, ASE semiconductor (Kunshan) Co., Ltd. received an urgent notice from the local government on September 26, 2021. After active consultation with government departments, it won one day to complete the production of products in machine operation, and the power limit period was finally adjusted to 8:00 on September 27, 2021 to 24:00 on September 30, 2021. During this power cut period, the factory will not produce any output.
According to the data, the world’s leading packaging and testing company, ASE group, has semiconductor packaging, testing and other factories in Shanghai, Suzhou, Kunshan and Weihai. So far, the production of ASE group in other places has not been affected except Kunshan factory, but from the current situation, its later production situation is not optimistic.
n addition to the ASE, the factories of other chip manufacturers in China have also been affected. For example, Yisheng precision industry, an important supplier of apple, has previously announced that its plant in Kunshan, Jiangsu Province will temporarily shut down from September 26 to October 1, in line with the city’s policy of shutting down industrial power supply.
According to statistics, most of the chip enterprises affected this time are semiconductor packaging and testing and component enterprises, and it is unknown whether the upstream wafer manufacturing enterprises will be affected. However, according to previous data, wafer foundry has always been a major energy consumer. Taking TSMC, the world’s largest wafer foundry, as an example, its total power consumption in 2019 was as high as 14.33 billion kwh, accounting for 6% of the total power consumption in Taiwan Province. After the completion and commencement of its 3nm semiconductor manufacturing plant, the power consumption will increase by 7billion kwh, which is a real power consumer.
At a time when the global chip production capacity is already stretched, the prices of all kinds of chips have been at a high level, and now semiconductor enterprises have stopped production due to power rationing. Next, the soaring chip prices may continue.
